Building Regulations for wall insulation and re-rendering

In England and Wales, insulating, re-rendering or replastering more than half of a wall's area — or more than a quarter of the whole building's envelope — counts as renovating a thermal element. The wall should then be upgraded to about 0.30 W/m²K where that's technically, functionally and economically feasible, and building control needs to be involved. Scotland and Northern Ireland have their own systems.

The 50% and 25% thresholds

Renovation means adding a new layer or replacing an existing one — not decorative finishes like painting. Under regulation 23 of the Building Regulations 2010, the energy requirements apply when more than 50% of an individual wall's area is renovated, or when the work is a major renovation — more than 25% of the surface area of the whole building envelope. Stripping and re-rendering most of a wall, or insulating it, usually counts. If the 0.30 W/m²K target isn't feasible, the wall should be upgraded to the best standard achievable within a simple payback of no more than 15 years.

Some guidance still quotes an older 25%-of-a-wall threshold. Building control will confirm how the current rules apply to your job.

How approval is handled

Building control can be through the local authority or a registered building control approver. Your quote states which route applies and who submits the notice.

Scotland and Northern Ireland

In Scotland, alterations to walls fall under the building standards system, often with a building warrant, and Section 6 (Energy) sets insulation benchmarks — for example 0.30 W/m²K area-weighted for walls in conversions. In Northern Ireland, council building control applies the Building Regulations (NI) 2012, with Technical Booklet F1 covering dwellings.

Questions

Does painting render count?

No — decorative finishes don't count as renovation.

Do repairs count?

Small patch repairs don't; it's about the proportion of the wall being renewed.

What if my wall can't reach 0.30?

The rule allows a lower standard where the target isn't technically, functionally or economically feasible.
